1. Primary Highway System only 2. Only considered after other engineering and enforcement solutions have been explored and implemented 3. Should not be used as a long term solution 4. Fixed and mobile systems 5. Limited use on the interstates 6. Only used in high-crash, high-risk or school zones 7. DOT Provide Objective Oversight  

DOT – no authority to own/operate any ATE systems DOT – shall not receive any $

DOT Review of Annual Report DOT will evaluate Annual Report to determine continued need, modification, etc. for ATE system • Are the systems effective? • Are they in compliance with these rules? • Consider other safety countermeasures?
