Ms. Edwards read a thank you card from Commissioner Stanley Botts informing the Board that he is retiring as of January 24, 2012. Commissioner Botts thanked the Board members for their continued service to the Board and stated that it has been a pleasure working with them. The Board received a memo from Secretary Alexander M. Sanchez regarding legislative policy and reiterating the existing department policy regarding activities involving the General Assembly. Specifically, a Board member may not testify on a bill unless authorized by the Secretary, and should not contact a member of the General Assembly in his or her capacity as a representative of the Board. Secretary Sanchez also asked that every Board and Commission member be mindful of the State Ethics Commission's position regarding Board members and legislative activity which states that board members may not be officers of their professional associations, nor may they serve on legislative committees. NEW BUSINESS Legislative Update Harry Loleas, Interim Commissioner, reported that the bill to extend the Special Fund permanently was introduced by the Department of Legislative Services as a result of the sunset review of the Certified Interior Designers' Board. A hearing is scheduled in the Senate Thursday of this week. Barbara Portnoy will testify on behalf of the Board. NCIDQ Annual Meeting Robyn Dubick reported that she attended the Annual Meeting in Alexandria, VA in November. She stated that the number of persons taking the NCIDQ exam is dropping, and as previously discussed, NCIDQ is changing its exam process to allow early testing for recent graduates. Ms. Dubick further noted that NCIDQ will no longer accept education programs with fewer than 60 credits. They are trending away from the 2-year program and are hoping to gradually require only a 4-year degree. It was noted that Stevenson University is working on developing a 4-year program. The Board also discussed the possibility of working with a community college on a 2-year program then try to get a 4-year degree at Towson University.
