Background To Administrator Addressed - Sept 2, 2014 Implementation of the Community Eligibility Program (CEP) by the Texas Department of Agriculture(TDA) Child Nutrition Program (CNP) has prompted TEA to:

• Restate the PEIMS reporting requirements for economically disadvantaged students

PEIMS Economic Disadvantage Codes – Cont. 99 Economically disadvantaged through a means other than an official NSLP application or direct certification under the NSLP. LEAs in second or subsequent year of operation under P2 may use student’s base year eligibility data for students still in the district Use income survey to qualify new students enrolled as economic disadvantaged

If an LEA was Provision 2 or Traditional and is now CEP 1. All Economic Disadvantaged codes must be updated at the beginning of the school year – an LEA cannot rollover prior year economic disadvantage codes to the current year 2. All students on the Direct Certification (DC) listing are coded as “01”

If an LEA was Provision 2 or Traditional and is now CEP – cont. 3. All Students NOT on DC list must be surveyed:

• Students not on DC list who qualify as economic disadvantaged, as per income survey are coded “99” • Students not on DC list who do not qualify as per income survey are coded “00” • Students not on DC list who do not fill out income survey are coded “00”

If an LEA was Provision 2 or Traditional and is now CEP – cont. 4. Under CEP, an LEA can never roll the economic disadvantaged data over to the following year • Every year, the DC list can be used to code students as “01” • Every year, a new income survey must be gathered for any student not on the DC list

Additional PEIMS Coding Guidance • Can a Provision 2 LEA use DC list for students new to the district? Yes - Use code “01” for these students • Once students are coded as “01” from DC list, they should remain “01” for the rest of the school year • LEAs can use the monthly DC list to code new enrollees at any point during the year • Income Survey can be used to code siblings in the household

Documentation NOTE: Each student must have documentation on file reflecting the economic disadvantaged code reported in the PEIMS file For the 2014-2015 school year: Deadline for gathering the income surveys has been extended until Fall Resubmission (Jan. 2015) The coding can be retro-active to student’s enrollment date

Pearson Pre-code File NOTE: If you are generating a Pearson (STAAR) pre-code file, LEAs must have this data entered by the date the file is generated or you will have to hand bubble the corrections on the answer sheet

Key Considerations for Index 3

How well do you serve economically disadvantaged students? Will index 3 be evaluated at or below the 5th percentile of campus performance? How close was each campus to the index score in 2014? Will the decrease in number of economically disadvantaged students change our campus comparable groups?
