Pierre Guislain | Senior Director, Transport and ICT Global Practice, World Bank Group As a Senior Director for the Transport and ICT Global Practice, he is providing support to developing countries in improving their connectivity and competitiveness by linking people to markets, services and employment opportunities. He previously served as the Director of the joint World Bank-IFC-MIGA Investment Climate Department and was the Manager of the Bank’s Global Telecommunications and ICT Sector division.

Randeep Sudan |Practice Manager for Information and Communication Technologies (ICT) ,World Bank He is the Practice Manager for ICT in the Transport and ICT Global Practice of the World Bank, based in Washington DC. His Unit supports developing countries on policies and programs relating to broadband infrastructure, mobile networks, digital government, and ICT industry development. Prior to joining the World Bank in 2005, he was a member of the Indian Administrative Service. He was also a key member of the leadership team that helped the state of Andhra Pradesh in India, to make significant progress in digital government, and become an important international destination for IT-based services. He has a Master’s degree from the London School of Economics. @randeepsudan

Country Representatives: Rajendra Kumar| Joint Secretary (e-Gov) at Department of Electronics and IT, India Is a senior officer in the Indian Administrative Service (I.A.S.). He is leading the entire e-governance initiative at the national level and is responsible for the overall implementation of the flagship National e-Governance Plan (NeGP). He has conceptualized and implemented three major e-governance initiatives within DeitY. He has held senior positions in district administration and state government in Tamil Nadu. He has received a number of academic and professional awards at national and international levels during his career. @rajendraias

Ekaterina Shapochka| Member of the Governmental Commission on Open Government Initiative Coordination, Russia She is a also a project and a number of other projects. She worked at PwC as marketing and business development director and then as a partner in charge of government and public sector. She also was employed by IBS as Marketing Director. Ekaterina is a full member of the Chartered Institute of Marketing. She graduated with honors from Department of International Journalism of People’s Friendship University of Russia. Stela Mocan | Government Chief Innovation Officer, Moldova She is Executive Director at the e-Government Center Moldova. She worked as advisor to Prime Minister of Moldova. She also was advisor on Political and Electoral Processes at U.S. Agency for International Development and she acted as a Country Director at International Republican Institute. She studied at a Harvard University, John F. Kennedy School of Government, at Mason & Kokkalis Fellow and at a National School of Political and Administrative Studies Romania. @StelaMocan

Irena Bojadzievska | Councilor for Audiovisual Media Policy, Ministry of Information Society and Administration, Macedonia She works at the Department for Telecoms and Media. She worked at the Secretariat for European Affairs of Macedonia, in the National law harmonization with EU legislation in Information society and Media. She also was a part-time teacher in EU Law and EU Institutions and Structures at University American College. She has a PhD on e-Government and a Doctorate in political science at the Institute for sociological, political and judicial research of the University St. Cyril and Methodius.

William Tevie | Project Director, Ghana Open Data Initiative (GODI) He initiated the initiative in January 2012 following a successful feasibility studies by the Web Foundation and a favorable report for open data in Ghana, spurred on by Ghana’s signing of OGP commitments in September 2011. He is currently the director general of National Information Technology Agency which is responsible for the development of e-government infrastructure to transform Ghana through ICT use.

Ania Calderón | General Director of Digital Innovation in the Office of the President, Mexico Ania Calderon is General Director of Digital Innovation in the Office of the President of Mexico where she leads the Open Data initiative. She holds a Master Degree in Urban Policy from Columbia University with a specialization on Information and Communication Technologies. Before this, she was co-founder of Pase Usted, a non-profit organization focused on creating platforms to promote citizen dialogue regarding the public agenda of Mexico City, where she launched the program 'Genera: technology for the city‘. @aniacalderon

Speakers – Panelists: Andrew Stott | UK Transparency Board Member and Senior Consultant, World Bank Was Director for Transparency and Digital Engagement for the United Kingdom Government. He led the work to open up government data and create "data.gov.uk”. Following his retirement he continues to advise UK Ministers as well as other governments in Open Data issues. As a senior consultant in the Transport and ICT Global Practice he has worked on Open Data and e-Government issues. He is also on the Advisory Council of the Open Knowledge Foundation and of Open Corporates. @DirDigEng

Michael Chui | Partner, McKinsey Global Institute Partner at the McKinsey Global Institute (MGI).He leads research on the impact of information technologies and innovation on business, the economy and society. Michael has led McKinsey research in such areas as Big Data, Web 2.0, collaboration technologies and the Internet of Things. As a McKinsey consultant, he served clients in the high-tech, media, and telecom industries on strategy, innovation and product development, IT, sales and marketing, M&A and organization. @mchui

Joel Gurin| Author, “Open Data Now” and Project Director, “Open Data 500” Senior Advisor at the Governance Lab at NYU, where he directs the Open Data 500, a project to study companies that use government Open Data as a key business resource (OpenData500.com). He was formerly Editorial Director and then Executive Vice President of Consumers Union and Consumer Reports. He also served as Chair of the White House Task Force on Smart Disclosure. @joelgurin

Daniel Castro | Director, Center for Data Innovation Director of the Center for Data Innovation and Senior Analyst at the Information Technology and Innovation Foundation. His research focuses on the intersection of data, technology, and public policy. He previously worked as an IT analyst at the Government Accountability Office (GAO) where he audited IT security and management controls at various government agencies. @castrotech

Jeff Kaplan | Director of Multilateral and NGO, Socrata He has responsibility for engagements with Socrata’s multilateral and NGO customers. He has for years been a high-profile expert in the global Open Data space. He worked as a Senior Consultant at the World Bank leading some of the Bank’s groundbreaking Open Data work with countries. He also advised selected emerging market clients on growth of digital content businesses. HE was Founder & Director of the Open ePolicy Group. @jeffkaplan88

Prasanna Lal Das | Lead Program Officer, Open Finances, World Bank Leads the open financial data program (finances.worldbank.org) at the World Bank. He’s especially interested in the role of open financial data in promoting civic engagement and results, and the potential of open data to foster commercial growth and innovation. He worked extensively in the private sector helping companies develop strategies to use information as a competitive business asset. He worked in a variety of sectors including information technology, media, education, and telecom. @prasannalaldas

Amparo Ballivian | Lead Economist and Task Manager, “Partnership for Open Data”, World Bank Leads the Open Government Data working group at the World Bank. She has a rich experience in operations since 1991. She has managed several development projects in various economic areas of the World Bank. She was the Bank’s Country Manager and Resident Representative in Nicaragua. She worked in public service, academia, diplomatic posts and the private sector. She has held senior Government positions, including Minister of Housing and, subsequently, Chairman of the Board of National Customs of Bolivia.
