Road traffic crashes in Cambodia: •

46% of all kinds of recorded injuries in the countries



almost 7% towards the causes of physical impairment and disability

The total economic loss of road traffic accidents was estimated at 248 million US$ (HIB) in 2009 [116million US$ in 2004]

Road crashes increase more proportionally than road traffic and population.



Every day, more than 4 persons die and many others are injured.



Over the last 5 years, the number of fatalities increased almost double. Evolution of road fatalities, vehicles and population (base 100 = 1998)

1. Road Safety Issues Cambodian Context • The motorization rate is rapidly increasing, with very high share of 2wheeled vehicles and traffic mixes • Exponential growth can be expected for the forthcoming years.

1. Road Safety Issues Cambodian Context As a consequence: • Motorbikes’ riders account for the large majority of casualties (77%) and fatalities (71%), • 13% of fatalities are pedestrians • 76% of motorbike fatalities get head injuries

2. Cambodia National Road Safety Action Plan The first and second action Plans

In2004, the Cambodian Government developed the first National Road Safety Action Plan 20062010, with the support from ADB In early 2010, the government started to develop the second Action Plan 2011-2020, to response to the “Decade of Action for Road Safety” and based on the international framework

3. Action of Handicap International Belgium (HIB) Projects With similar initiatives in Lao PDR and Vietnam, HIB launched the Road Safety Program in Cambodia in 2004. To date, it consists of 4 components:

• Road Crash and Victim Information System (RCVIS) and Road Safety Research • Road safety education • Road safety public awareness and support to civil society • Support to the government service

3. Action of Handicap International Belgium (HIB) 1. Road Crash and victim information system + Research Objective: Provide road safety related stakeholders with accurate and complete data on road traffic accidents and victims for the purposes of increased understanding of the current RS situation, planning appropriate responses and evaluating impact of current and future initiatives. Main activities • Manage integration road crash data from police and hospitals. • Publish monthly and yearly report. • Hanover of the system to the government • Conduct road safety researches, such as cost analysis, road user behaviours,… 15

Evolution : 2011-2013 RCVIS – Provide technical support on extensive data analysis and advanced training to staff in MoI, MoH, NRSC, with upgraded database – Decentralize the system to provincial levels (MoI) – Replicate our expertise to other countries (through GRSP, ADB,…)

Research – Set up research center/working group – Conduct more research studies.

Road Safety Education Improve primary and lower secondary school children’s road safety behaviors by providing them with an effective road safety education curriculum Main activities Grades 7 to 9 • Development and implementation of the curriculum in 20 provinces Grades 10-12 • Support to develop high school curriculum

Community Based Education: Increase RS awareness of populations in villages located on major national roads through community-based education Main activities: Technical and financial support to a local NGO (CRY) to: • Develop road safety local action plan • Set up peer education in schools and communities • Organize road safety events

Support to government - Support the National Road Safety Committee in managing, implementing and coordinating the National Road Safety Action Plan through active coordination of stakeholders; national action plan, policy, strategy - Provide funding, strategic support and targeted trainings to traffic police to enforce the traffic law;

Evolution: 2011-2013 • Support NRSC in coordinating and managing the New National RS Action Plan 2011-2020 • Capacity building for additional PRSCs • Continues to lobby for better Enforcement action 21

3. Action of Handicap International Belgium (HIB) Main Results Since the beginning of the program, main results have been achieved: •

Development and implementation of RCVIS (Road Crash and Victim Information System) and GPS (global positioning system).

• Road safety curriculum implementation in primary and lower secondary schools • Increase of helmet wearing rate (7%-2004 to 85% in 2009). • Approval of the new traffic law and enhanced law enforcement • Creation of the National Road Safety Committee with better functioned with national policies, strategies and action plans •
