Dissertation: Immigrant Incorporation and the Politics of Highly-Skilled Immigration Policy Committee: Markus M. L. Crepaz (Chair), Cas Mudde, Shane Singh, Darius Ornston Dissertation Abstract: Why do some countries have more restrictive policies for attracting highly-skilled immigrants (HSIs) than others? Industrialized countries compete for the ‘best and brightest’ workers, but some countries – despite opposite claims – severely curtail work and residence rights for highly-skilled immigrants. My dissertation challenges economic explanations and argues for the inclusion of non-material determinants, such as access to citizenship and cultural pluralism, in understanding why some countries may want, but cannot be open to, highly-skilled immigration. Using a mixed-method approach, including an original data set and field work data collected in Germany, Finland, and Austria, I demonstrate that incorporation policies can offset economic preferences.
