In accordance with paragraph 6) of Article 5 of the Law of the Republic of Kazakhstan dated 10 July 2002 "On veterinary" The Government of the Republic of Kazakhstan DECREES: 1. To approve the attached Rules for organization the slaughter of agricultural animals intended for subsequent sale. 2. The rules for organization the slaughter of agricultural animals intended for subsequent sale 1. Given rules for organization the slaughter of agricultural animals intended for subsequent sale (hereinafter - Rules) are developed in accordance with the Law of the Republic of Kazakhstan dated 10 July 2002 "On veterinary medicine" and determine the procedure for organization the slaughter of agricultural animals intended for subsequent sale. 2. The following basic concepts shall apply to these Rules meat processing plant - production complex where the slaughter of animals and processing of slaughter products is carried out, with cattle base, production facilities, department of production veterinary-sanitary control and other ancillary facilities that meet veterinary and sanitary standards and requirements; slaughter platform (platform for slaughter of agricultural animals- adapted premises (place), set to a period of absence of meat processing plants or slaughterhouses for slaughter in compliance with veterinary and sanitary rules and with the conduct of veterinary examination of animals and products of slaughter; slaughterhouses - a specialized room, equipped with facilities for the slaughter of animals and for the primary processing of products of animals’ slaughter in compliance with the veterinary and sanitary standards and requirements, with the conduct of veterinary-sanitary examination. 3. All kinds of agricultural animals shall be subjected to veterinary inspection before slaughter and post-mortem veterinary inspection of carcasses and organs 4. A stigma of a "preliminary examination" is placed on the carcass according to the results of post-mortem veterinary inspection. 5. The results of preslaughter veterinary inspection of agricultural animals and post-mortem veterinary inspection of carcasses and organs are registered by veterinarian

in special journals. 6. Slaughter of agricultural animals intended for subsequent sale, is carried out only at the slaughterhouses and meat processing plants corresponding to the veterinary and veterinary and sanitary requirements and standards in compliance with veterinary (veterinary and sanitary) rules and regulations established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine, and veterinary and sanitary examination is conducted in the established order. 7. During the absence of slaughterhouses or meat processing plants slaughter of agricultural animals and veterinary examination of animals and slaughter products are carried out on the slaughter platforms (platforms for slaughtering agricultural animals), corresponding to the veterinary and veterinary and sanitary requirements. 8. Slaughter of agricultural animals is carried out only in slaughterhouses, slaughter platforms (platforms for slaughtering agricultural animals) and meat processing plants that have account numbers assigned in the order established by the Government of the Republic of Kazakhstan. 9. Veterinarian conducts the following when conducting the slaughter of animals at slaughter platforms (platforms for slaughtering agricultural animals): Checks the identification number of agricultural animals, their veterinary passport and marks about the veterinary preventive measures and diagnostic tests; preslaughter veterinary inspection of agricultural animals and post-mortem veterinary inspection of carcasses and organs, marking the carcass in the order established by the authorized body in the field of veterinary medicine. When slaughter is carried out on slaughter platforms (platforms for slaughtering agricultural animals) the carcass is accompanied by a certificate of veterinary welfare of the respective administrative-territorial unit with an indication of the results of preslaughter veterinary inspection of animal and post-mortem veterinary inspection of carcasses and organs, issued by the veterinarian department of the local executive body of the relevant administrative -territorial unit. The carcasses and organs obtained in the result of slaughter of agricultural animals on slaughter platform undergo veterinary and sanitary examination in the order established by the competent authority before the realization. 10. When conducting the slaughter at slaughterhouses or meat processing plants veterinarian of the veterinary-sanitary examination laboratory or unit of production control carries out the following: checking of the identification number of agricultural animals, their veterinary passport and marks about the veterinary preventive measures and diagnostic tests; preslaughter veterinary inspection of agricultural animals and post-mortem veterinary inspection of carcasses and organs, issuance of the certificate of examination, marking the carcass in the order established by the authorized body in the field of veterinary medicine During the slaughter of agricultural animals in slaughterhouses or meat processing plants carcass is accompanied by a veterinary certificate issued in the established order on the basis of the certificate of examination by veterinary-sanitary inspection laboratory or production control unit. 11. The realization of products (meat and meat products) and raw materials of animal origin at the facilities of internal trade is allowed only with veterinary documents that confirm slaughter of agricultural animals in accordance with the requirements of given Rules.
