PRIVATE ORGANIZATION Purpose: To ensure that Private Organizations (POs) are operating IAW current Regulation (are compliant), keep POs and Garrison Command “out of trouble”, and enhance the Fort Irwin Community through partnerships and communication.

PRIVATE ORGANIZATIONS Review • DoD Joint Ethics regulations apply to military & civilian employees in their association & participation with POs • Military and civilian employees may participate with POs after duty hours • No Army support authorized unless engaged in cosponsored events • If you did not attend the workshop in April 2012; you can request copies of presentation slides 5

PRIVATE ORGANIZATIONS Donations Definition: Nonprofit Organizations can raise funds by receiving public and private grant money and donations from individuals and companies. The most common federal tax exemption for nonprofits comes from Section 501(c)(3) of the Internal Revenue Code, which is why nonprofits are sometimes called 501(c)(3) corporations. Tax exempt nonprofit organizations offer donors an individual deduction for contributions. Don't make promises to sponsors that you can't fulfill. Make sure you have a marketing plan that will work for your organization and be able to explain it to potential sponsors.

PRIVATE ORGANIZATIONS Commercial Sponsorship Definition: A commercial sponsorship is a monetary and/or in-kind fee paid to an event manager/producer, in return for access to the exploitable commercial potential, such as public recognition or advertising promotions associated with the property, event, promotion, and so forth. The strategy of commercial sponsorship is to meet the specific measurable goals of a company or brand by building a link in the target audiences’ minds between the sponsor and a valued organization or event.

PRIVATE ORGANIZATIONS Donations • PO’s will not use donor’s name or logos on advertisements (only FMWR, AFAP and AFTB may recognize vendors in advertisements) • Government PO’s may not use official title, position or authority to fundraise or solicit to subordinates or prohibited sources. • PO’s will prominently display a disclaimer statement that their PO is a non-federal entity (not affiliated, sponsored or endorsed by Ft. Irwin or the Army)

PRIVATE ORGANIZATIONS Donations (cont’)  Example of Disclaimer Statement a. All private organizations are self-sustaining. The Government assumes no obligation for any private organization, unless there exists a contractual relationship. b. Private organizations will not receive financial assistance from the installation.

PRIVATE ORGANIZATIONS Commercial Sponsorship •The Army commercial sponsorship office cannot solicit sponsorship for private organizations, although private organizations may obtain sponsorship through their own efforts. •The Installation Commander has the authority to limit or restrict solicitation by private organizations if this solicitation competes with or duplicates the functions of the authorized installation commercial sponsorship program. •Rules governing private organizations are covered in AR 210-22. •Close working relationships should be developed between the Commercial Sponsorship Office and authorized private organizations operating on the installation. •Private organizations should be informed of the solicitation efforts of the authorized sponsorship program to alleviate the potential for competition for the same support from industry and local businesses.

•Private organizations can be a sponsor of MWR.

PRIVATE ORGANIZATIONS Marketing Private Organizations can advertise their events & programs through:  High Desert Warrior: http://www.aerotechnews.com/advertising/high-desertwarrior-2012-rates/  Flyers posted in FMWR facilities must be approved through the FMWR Marketing Office (Bldg 563). Private Organizations may post their flyers free of charge upon approval  Other advertising avenues are available at a fee (see handout) such as:  Banners (various locations)  20 Bowling Monitors at Strike Zone Bowling Center  Fort Irwin FMWR Web site  Social Media: Facebook (2,218) and/or Twitter (553)  Restaurant Menu FMWR advertising rates may be downloaded from the FMWR Web site http://fortirwinfmwr.com/ under “Marketing & Advertising”
