FOREWORD WELCOME TO RALLY SWEDEN 2013 Due to the large number of helicopters expected to take part during Rally Sweden, the FIA, the Swedish Transport Agency and Rally Sweden have created these rules for registration and flying, to be followed by all pilotes.By following these and in general being careful I hope that all flying associated with the rally will work without incidents or disturbances.

APPENDIX 1 OPERATING RULES To avoid collisions and for the sake of safety it is important to follow these rules. The rules are an amendment to the rules and regulations that are published by the Swedish Transport Agency and the Norwegian Civil Aviation Authoriy, wich apply over these. Day 3 of the event will mostly take place in Norway. Almost the same rules apply. There are some differences, wich are described in a separate section (See 1.5) 1.1
PRIORITIES
Except when normal flying rules apply, the pilots will leave right-of-way to other helicopters in the fillowing order of priority. a. The FIA safety and technical helicopter. b. The ambulance helicopter c. The Policehelicopter d. Wescam-equipped helicopter. In the case of a Rally-incident b) and c) have priority. 1.2
FLYING AT SPECIAL STAGES
In both Sweden and Norway there is a restricted area up to 3000 ft. MSL see APPENDIX 10 Only registered helicopters are allowed to fly within the restriction area. If you encounter an unregistered helicopter, try to inform them of the rules that apply when flying in the rally area and inform the helicopter coordinator. Fixed-wings are not allowed in the restriction area. Repport your intentions on ”Rally Traffic” at 123,57 when you fly over a stage and before landing and taking off at a special stage. Keep in mind possible snow blow up by rotor down wash and so called ”white out”, plus the inconveniece for the spectators. When flying under 1000 ft agl, fly only in the direction of the special stage. Lowest altitude is 500 ft agl. Try to land at least 100 m from the special stage and just after a rally car having gone past. Taking off should also take place just after a rally car have gone past. When taking off, try to fly in a direction away from the special stage. Make sure you know the starting time for each stage. Remember that the cars start with 1 and 2 minutes interval respectively. Use landing lights, especially when taking off and landing and when approaching the service park (Hagfors Airport) Do not under any circumstances follow a competing car! Remember that a Wescam TV helicopter often flies at low altitude above the leading competing cars. In the event of a rally incident, the ambulance helicopter may need your landing place if no other place is available nearby. You must be prepared to take off to vacate your place. Do not fly too close to the spectators.

DIFFERENT RULES FOR FLYING IN NORWAY
a)
Each commander is responsible for following the regulations that exist regarding the passage of the border Sweden-Norway or reversed. Rules published by Luftfartstilsynet apply first.
b)
In Norway landing at a special stage is only permitted at designated places (See 4:3). If feasible these places will be marked with “Red H”.
c)
Radiofrequency withing the restriction area ”Rally Traffic” 130,750.
d)
Radiofrequency for Oslo Control, Sector north 118,825 or Oslo Approach 119,975. Radio coverage in the area can be poor, so to activate or end flightplan you can use telephone: +47 6679 2530 or +47 6679 2531.
e)
Restriction area in Norway reaches up to 3000 ft MSL. It is important to have calibrated the altimeter according to QNH and not intrude on Oslo TMA.

APPENDIX 2 HELICOPTER NUMBERING 2.1 Each helicopter will recieve a number to facilitate identification. (I E Heli 23). This number will be used in all radio traffic in connection with the rally. Numbers do not show priority. Assigned numbers does not show priority. Ambulance and Police Helicopters use regular callsigns. Helicopter numbers 1. 2. 3. 4-5. 6-7. 8-9. 10-40

Ambulance helicopter always has priority at an incident. Adhesive numbers wil be distributed and should be affixed on each side of the helicopter. Remember to clean the area for the number before affixing it, to asure it doesn’t come off. A maximum of 30 helicopters will be registered and allowed to fly in connection woth the rally. The FIA safety helicopter will not fly at the rally this year.
APPENDIX 3 LANDING AT THE SERVICE PARK AT HAGFORS AIRPORT 3.1 Only helicopters registered with Rally Sweden are allowed to fly within the restriction area and land at Hafors Airport. You must park at the designated parking area. Helicopter 1-9 may park at the fueling facility while others will be parked at the adviced location. There is a designated ”pic-up area” west of the landing strip where passengers may be droppped off/picked up. Parking there is not allowed. Follow the instructions from traffic control. 3.2 FLYGNING OVER THE SERVICE AREA Flying over the service area is not allowed. Observe that obstructions such as masts, cranes and baloons may occur. 3.3 Fuel JET A1 and 100LL is available at the following locations; Hagfors Airport daily between 08-16 Karlstad Airport Thursday and Friday between 06-22.30. (May be open during certain times Saturday and Sunday) Torsby Airport Thursday and Friday between 08-16. At other times by request on tel +46(0)560-71724. All airports accept credit cards.

APPENDIX 4 LANDNING AT SPECIAL STAGES 4.1 Landning at special stages may be take place at your own discression and responsibillity. Please note that you may not land closer to the stage then 100m (approx). It is not allowed to land at the designated landing location for the ambulance helicopter. 4.2 When taking off from a location close to a special stage try when possible to take off at a 90 degree angle from the stage. Also try to avoid blowing snow over the stage and the spectators. 4.3 Landing in Norway is allowed only on designated landing areas. KIRKENÆR

APPENDIX 5 RADIOPROCEDURES 5.1 All communication must be in English or Swedish. Only radio traffic concerning the rally is allowed. When flying within the restriction area you must monitor the rallyfrequency 123,57. APPENDIX 6 6.1 BRIEFING Briefing is mandatory for all crews. TIMES AND LOCATIONS FOR BRIEFIENG Hagfors Airport on Thursday February 7 at 16:00, Friday February 8 at 07:00 and 10:00. Other times after agreement. Pilots are required to report to Hagfors TWR or the helicopter coordinator when leaving the rally.

FÖRORD VÄLKOMMEN TILL RALLY SWEDEN 2013 På grund av det stora antal helikoptrar som förväntas delta under Rally Sweden så har FIA WRC, Transportstyrelsen och Rally Swedens organisation skapat dessa registrerings- och flygregler som måste följas av alla piloter. Genom att följa dessa och i övrigt visa god hänsyn hoppas jag att all flygning kring rallyt kommer att fungera utan tillbud eller andra störningar.

APPENDIX 1 FLYGREGLER För att undvika kollision och för flygsäkerhet är det viktigt att följa dessa regler. Reglerna är ett tillägg till de regler och förordningar som publicerats av Transportstyrelsen respektive Luftfartstilsynet vilka gäller före. Tävlingsdag 3 söndag kommer till största delen att förläggas till Norge. I princip gäller samma regler. Vissa skillnader gäller dock vilket beskrivs i särskilt avsnitt. (Se 1:5). 1.1 PRIORITERINGAR Förutom när de vanliga flygreglerna gäller, skall helikopterpiloter lämna företräde till andra helikoptrar i följande prioriteringsordning. a. FIA´s publiksäkerhetshelikopter och tekniska helikopter. b. Ambulanshelikoptern c. Polishelikoptern d. Wescam-utrustad helikopter. I händelse av Rally-incident har b) och c) prioritet. 1.2 FLYGNING VID SPECIALSTRÄCKOR Såväl i Sverige som i Norge råder restriktionsområde upp till 3000 ft
MSL. Se APPENDIX 10.
Endast registrerade helikoptrar är tillåtna att flyga inom restriktionsområdet. Ser du någon oregistrerad helikopter försök meddela denna vilka regler som gäller vid flygning kring rallyt samt meddela helikopter-koordinatorn. Fixed-wings är inte tillåtna inom restriktionsområdet. Meddela dina avsikter till ”Rally Traffic” på 123,57 när du flyger över en sträcka och före landning och start vid en specialsträcka. Annan radiotrafik än vad som gäller flygning i samband med rallyt är inte tillåtet. Tänk på eventuellt uppvirvlande snö och s.k. ”white out” samt eventuellt obehag för publiken. Vid flygning under 1000 ft agl, flyg endast i specialsträckans riktning. Lägsta flyghöjd 500 ft agl. Försök att landa minst 100 m från specialsträckan och i anslutning till att en tävlingsbil just passerat. Även start skall ske just efter tävlingsbil passerat. Vid start, försök att flyga iväg i riktning från sträckan Försäkra dig om starttider för respektive sträcka. Tänk på att bilarna startar med 2 respektive 1 minuts mellanrum och lär dig reglerna kring dessa. Använd gärna landningsstålkastare, framför allt vid start och landning samt vid inflygning till service-området. (Hagfors flygplats) Följ under inga omständligheter någon tävlingsbil! Var uppmärksam på att Wescam TV helikopter ofta kan flyga på låg höjd över de ledande tävlingsbilarna. Var uppmärksam på att vid incident i samband med rallyt, ambulanshelikoptern kan behöva använda din landningsplats om ingen annan plats finns i närheten. Då måste du vara beredd att starta för att lämna plats till denna. Flyg överhuvud taget inte för nära publiken.

AVVIKANDE REGLER FÖR FLYGNING INOM NORGE. Varje befälhavare är själv skyldig att följa de föreskrifter som gäller gränspassage Norge-Sverige eller tvärt om. Flygregler publicerat av Luftfartstilsynet gäller före.
b)
I Norge är det endast tillåtet att landa vid specialsträcka på särskilt angivna platser. (Se 4:3) Om omständligheterna medger kommer dessa att markeras med ”Rött H”.
c)
Radiofrekvens inom restriktionsområdet ”Rally Traffic” 130,750.
d)
Radiofrekvens till Oslo Control, Sector north 118,825 eller Oslo Approach 119,975. Radiotäckning i området kan vara dålig så för att aktivera eller avsluta färdplan kan det ske via telefon; +47 6679 2530 eller +47 6679 2531.
e)
Restriktionsområdet i Norge sträcker sig upp till 3000 ft MSL. Viktigt att ha kalibrerad höjdmätarintällning enligt QNH och inte beröra Oslo TMA.

APPENDIX 2 HELIKOPTRARNAS NUMRERINGSSYSTEM 2.1 Varje helikopter erhåller ett nummer för att lättare identifieras. (Ex. HELI 23) Detta nummer används vid radio-trafik i samband med rallyt. Tilldelade nummer visar inte prioritet. Ambulans och polishelikopter använder ordinarie anropssignal. Helikopternummer 1. 2. 3. 4-5. 6-7. 8-9. 10-30

Ambulanshelikopter har alltid prioritet vid incidenter. Självhäftande nummerlapp tilldelas och anbringas på vänster sida av helikoptern. Torka gärna av helikoptern där nummerlappen anbringas för att få den att fästa bra. Maximalt 30 helikoptrar kommer att registreras och kunna flyga i samband med rallyt. OBS! I år finns ingen FIA säkerhetshelikopter.
APPENDIX 3 LANDNING VID SERVICEOMRÅDET HAGFORS FLYGPLATS 3.1 Endast helikoptrar som anmälts till och registrerats av Rally Sweden är tillåtna att flyga inom restriktionsområdet samt landa på Hagfors flygplats. Uppställning/parkering skall ske på anvisad uppställningsplats. Endast helikopter nr 1-9 får stå vid tankanläggningen. En särskilt markerad ”pic-up area” finns väster om startbanan där passagerare tillåts att stiga av och på. Allmänt gäller att följa trafikledarens anvisningar. 3.2 Flygning över serviceområdet är ej tillåtet. Observera att hinder i form av master, kranar, ballonger etc. kan förekomma. 3.3 Bränsle JET A1 och 100LL finns på följande ställen; Hagfors flygplats dagligen kl 08-16 Karlstad flygplats torsdag och fredag kl 06-22.30. (Kan under vissa tider vara öppet även lördag och söndag). Torsby flygplats torsdag och fredag 08-16. I övrigt efter beställning telefon +46(0)560-71724. Betalning kan ske med kort på samtliga flygplatser.

APPENDIX 4 LANDNING VID SPECIALSTÄCKOR. 4.1 Landning vid specialstäckor får ske efter eget bedömande och ansvar. Observera att du inte får landa närmare är c;a 100 m från respektive specialsträcka. Det är inte tillåtet att landa på plats avsedd för ambulanshelikopter. 4.2 Vid start från plats intill specialsträcka lyft om möjligt 90 grader ut från sträckan. Försök också att inte ”ryka snö” in över specialsträckan eller publik. 4.3 Landning i Norge endast på anvisad landningsplats. KIRKENÆR

“Briefing” är obligatorisk för alla deltagande piloter. TIDER OCH PLATS FÖR BRIEFING; Hagfors flygplats torsdag 7 februari kl. 16.00, fredag 8 februari kl. 07.00 och 10.00. Annan tid efter överenskommelse. Piloter är skyldiga att rapportera till Hagfors TWR eller till helikopter-koordinatorn när man lämnar rallyt. Establishment of a Temporary Restricted Area EN R178 over Kongsvinger in connection with Rally Sweden 2013 The Civil Aviation Authority – Norway has, due to helicopter activity in connection with Rally Sweden, established a temporary restricted area around Kongsvinger on Sunday 10 February 2013 between 06:00 and 14:30 UTC (07:00 to 15:30 local time). Temporary Restricted Area EN R178: Vertical limit: SFC – 2.500/3.000 FT AMSL Lateral limit : 603000N 0123600E – 603000N 0115300E – 600700N 0115300E – 600400N 0122700E – northwards along the border between Sweden and Norway to (603000N 0123600E) Time: Sunday 10 February 2013, 06:00 – 14:30 UTC The restricted area is only valid within ATS airspace class G. The part of Oslo TMA which is situated within the lateral limit of the restricted area is NOT part of the restricted area. Airspace restrictions: All non-participating flying in the restricted area is prohibited. The restrictions do not apply to ambulance-, search- and rescue operations or to aircraft in police or military service. Before entering the area these flights must be coordinated with the helicopter-coordinator Per Odvar Nyborg, telephone +47 911 24 327 or Race Control on 130.750 MHz.
