Baker vs. Carr • “from choosing any electoral legislative structure it thinks best suited to the interests, temper, and customs of its people.” • If a State chose to “distribute electoral strength among geographical units, rather than according to a census of population,” • He wrote, that choice “is…a rational decision of policy…entitled to equal respect from this Court.”

Main Idea • Mayor Baker of Nashville Tennessee argued that Urban areas, that have grown in size since 1901 were underrepresented. Baker said that the people of urban areas were denied to vote. This of course is guaranteed by the 14th Amendment.

Point of View/ Bias • The government at the time still abided to the population of urban areas from 1901.

Inferences/Outside Information • Because of this court case the Court formulated the famous “one-person, onevote” standard.
