Welcome Dear Delegates, Welcome to the EPC Expert Forum in Dubai, where over the next two days prominent industry experts, practitioners and decision makers out of the plant manufacturing and the building sector, EPC Contractors, Sub-Contractors, Sub-Suppliers including important contract entities and customers will discuss the challenges, opportunities, best practices, pitfalls and formats of participating in mega-projects in the GCC-Region. The market for infrastructure and construction projects in the GCC is dynamic and booming with a project volume of well over 1 trillion USD. Most of these projects, especially mega-infrastructure projects are executed on a turnkey and EPC basis (EPC: Engineering, Procurement and Construction). Especially successful in winning these projects have been companies from Korea and China, often in collaboration with big regional or local companies. In contrast to this, many companies from Europe, including Germany have not been so successful as main contractor in mega projects and have been rather confined to the role of sub-contractor or sub-supplier. One of the reasons for this may be that especially in recent years most projects in the Gulf Region were awarded as lump sum turnkey contracts. It seems that the trend towards lump sum turnkey contracts and high project volume favors the structure of Asian consortia with their integrated value chain. And whilst in the past, some Asian countries compensated the lower quality of their products with corresponding low prices, today they have built up their leeway in technologically demanding sectors, improved quality and supply loyalty, complemented by attractive financial packages and very often strong political endorsement. On top of this they were accepting liability clauses which are often considered as a “no go” by the legal departments of German and other international companies. On the other hand, recent project statistics and balance sheets of some companies indicate that too much of a cut-throat approach came at a cost and rendered some of the biggest groups nursing hefty losses. It seems that a balanced and responsible approach is the order of the day. This might create a window of opportunity for regaining market shares and winning projects, partly also by forming new successful and sustainable alliances with local partners or even with former competitors. So the EPC Expert Forum will hopefully be a good platform for exchanging ideas, getting to know each other, networking and making new partnerships.

Over the last decades the customers in the Gulf Region have invested and realized significant capacity increase/amount of plants in industrial production. They learned a lot about the performance of worldwide EPC bidders and gained knowledge about the strengths and weaknesses of world renowned EPC companies. We will discuss with them about their main selection criteria. There is also an increasing tendency in the Gulf countries to request more „local content“ in the projects, which directs the focus on local and or regional companies as partners, sub-contractors, suppliers and service providers. Speakers Day 1 DR. ANIS BEN BRIK, Managing Director, ABB Management Consultants Dr. Anis Ben Brik graduated in Public Policy and Economics from LSE. Dr. Brik served as advisor to many government entities in the GCC. He is the President Middle East at Eneref Institute, an advisory and research organization based in Philadelphia. He is the founder and MD of ABB Consulting Group and the Middle East Public Policy Advisory (MEPPAD), a regulatory consulting firm based in Dubai. He has taught business and economics at UAE University and is a frequent speaker at local and international professional conferences.

Speakers Day 1 FAHAD ABDULLATIF AL-JAHRAMI, Project Director, ASTAD Project Management, Qatar Economic Zones Projects Fahad Al Jahrami graduated in Bachelor of Science in Electrical Engineering from the University of Colorado at Boulder in 2004 followed by Master of Business Administration (MBA) from the University of Houston, U.S.A in 2012. He started his career in 2004 with Occidental Petroleum of Qatar Limited as an Electrical Engineer and was involved in various projects in Offshore Qatar in the design, procurement, technical and commercial evaluation as well as factory testing of the electrical and mechanical packages. Since September 2013, Fahad Al Jahrami is Project Director at ASTAD Project Management mainly responsible for the Qatar Economic Zones Projects and its program to develop three world class economic zones in Qatar.

CLEMENS WOLTERS, COO, Bilfinger Deutsche Babcock Middle East Clemens Wolters is Chief Operations Officer of Bilfinger Deutsche Babcock Middle East FZE which is part of the Bilfinger SE – Piping Systems Division with a presence in the Gulf since 1968. Mr. Wolters has been with the group since 2003. During his 15 years of experience, he has worked mainly for operators of power and desalination plants in the Middle East and Spain. Initially he started as project engineer for service and maintenance contracts of power plants before he became Bilfinger Deutsche Babcock’s key person for the integration of the Ansaldo MSF desalination technology and was then responsible for the development of technology services to improve existing desalination plants. Being part of the R&D team, he is the co-inventor of Deutsche Babcock’s patented “MSF Flue Gas Desulphurization Link”. Speakers Day 1 DIRK DEMTROEDER, AHK Board of Trustees, Chairman of AHK Construction and Infrastructure Committee Dirk Demtroeder has been working with EPC Companies for 30 years , mainly with ThyssenKrupp (Uhde) and Ferrostaal. He served in Project execution, business and project development and services after commissioning of industrial plants, the last 20 years mainly in the function of MD. Petrochemical, power plants as well as biofuels and oil and gas related projects have been the technological focus of his activities, while working in Europe, North and South America, MENA and Far East. Since 2008 he lives and works in Abu Dhabi.

ROBERT ESPEY, Country/Regional Director, Germany Trade & Invest (GTAI) Robert Espey holds a Masters Degree in Economics, Social Sciences and History. In the past, he worked as a researcher in Syria and as Deputy Managing Director of the German Arab Chamber of Commerce in Cairo. Since 1992 he has been with Germany Trade & Invest (former German Foreign Trade Office) as Country/Regional Director in Tehran, Washington D.C and now Dubai.

SANEL VRANES, Senior Project Manager, Siemens LLC Abu Dhabi Sanel Vranes began his career at Siemens AG in 2001. For the last 13 years, he has been an integral part of various Siemens Power Generation, Distribution and Transmission projects. As a Project Engineer of multiple projects for Power Generation across seven countries, he has been responsible for a considerable portfolio within Siemens. Since 2007, Sanel Vranes has been based in UAE, serving as a Senior Project Manager for various Turn Key Substations and Grid Stations within UAE, where he holds overall responsibility of the project management, engineering, civil and site operation functions.

Speakers Day 1 DR. MARC HUEBBERS, Head of Spare Parts Service Quotation + Order Handling, SMS Meer GmbH Dr.-Ing. Marc Huebbers has been working in the field of service management for 8 years now. Alongside his doctoral studies, he gained a variety of first hand practical experience working as a consultant in machine and plant manufacturing industries, aviation and logistics. In 2011 Dr. Huebbers joined the service unit of SMS Meer GMBH. DIETGER SCHROERS, Vice President International Sales, SMS Meer, GmbH Dietger Schroers has worked for more than 30 years in the field of business development , sales and marketing of metallurgical plants and equipment. Following earlier assignments in the Middle East, Korea and Singapore for the South East Asian markets, he was heading SMS Meer regional office in Dubai, UAE. Starting Feb 2013 he is Head of Intl Sales at SMS Meer HQ in Mönchengladbach, Germany. Speakers Day 1 MAJID AL-THOBAITI, Deputy Managing Director, Takamul Projectmanagement Co. Majid Al-Thobaiti joined the Saudi Arabian Oil Company (Saudi Aramco) in 2000 where he was involved in various assignments and projects of varying scales and complexities including the SATORP’s joint venture 400,000 barrels per day oil refinery project between Saudi Aramco and Total (of France) in Jubail. In 2011, he cofounded Takamul Project Management Company (one of the first Saudi companies specialized in providing project management consultancy to private and public clients throughout the Kingdom) and was assigned as a Project Manager at King Abdullah City for Atomic & Renewable Energy’s (KACARE) mega project in Riyadh. He holds the title of Deputy Managing Director at Takamul and is responsible for several projects.

KLAUS GOTTWALD, Senior Market Information Manager - Large Industrial Plant Manufacturer´s Group, VDMA Klaus Gottwald graduated in economics from Gießen (Germany) and Nottingham (UK). Since August 2000 he is employed as senior market information manager for the VDMA Large Industrial Plant Manufacturer´s Group (AGAB). His primary areas of responsibility are market- and competition analysis, statistics as well as public relations. Speakers Day 2 DR. FLORIAN AMERELLER, Senior Partner and Founder, Amereller Legal Consultants Florian Amereller is the senior partner and founder of Amereller Legal Consultants, a specialist Middle Eastern practice with a team of more than 50 lawyers and offices in Dubai, Munich, Berlin, Cairo, Damascus, Tripoli, Baghdad, Erbil and Basra. He has spent the last 25 years in the Middle East, working with many leading EPC contractors in the region but also representing governments and leading families. He has also worked on major arbitrations, acting as chairman and party-appointed arbitrator in construction, distribution, energy, and M&A. Florian holds a Master Degree and a Ph.D. in Islamic Law and is the author of several publications on Arab business law; he is a frequent lecturer at national and international conferences.

ROGER BUTTON, Head of Middle East Construction, Amereller Legal Consultants Roger Button is the Head of Middle East Construction at Amereller Legal Consultants. Roger qualified as a solicitor in England in 1971, having studied law at Oriel College, Oxford. Since then he has specialised in providing legal support for construction and engineering projects in the Middle East and throughout the world. His work involves both the preparation and negotiation of contracts as well as claims resolution. Roger has represented all participants in EPC projects including employers, contractors, subcontractors and consultants. Roger is a member of the Contracts Committee of the Institution of Chemical Engineers (UK) (IChemE) which is responsible for the preparation and updating of the IChemE suite of contracts for process plant projects.

Speakers Day 2 RAVINDER BHULLAR, Special Counsel, Baker Botts Ravinder Bhullar has substantial experience in international arbitration concerning disputes in the construction, infrastructure and energy sectors. He has advised owners, contractors, governments, professionals and insurers on a diverse range of projects, including railways, roads, high rise developments, marine structures, land reclamation, power generation, petrochemicals, oil and gas (onshore and offshore) and mining. In addition, Mr. Bhullar has significant experience of commercial disputes involving real estate, international trade, insurance and financial institutions. He has represented clients in arbitrations seated around the world conducted under the rules of many of the prominent arbitral institutes, including the ICC, SCC, LCIA, DIFCLCIA and DIAC, as well as ad hoc and UNICITRAL rules.
