One reason is that China’s demand for water is expected to grow 63% by 2030 according to the Asia Water Project. Another factor is the country’s 12th Five-Year Plan, which established a goal of having 2.2-2.6 million m3/d of online desalination capacity by 2015, more than double the capacity over 2012 when the plan was set forth.  With this demand comes great opportunity, and this is one of the reasons that we expect to see a new record for attendance at the 2013 World Congress.

The International Desalination Association (IDA) is the world’s leading global organization dedicated to the advancement of desalination, desalination technology and water reuse. Founded in 1985, it is the global hub of expertise, news and information, and professional development for the global desalination industry.

Who Should Attend the IDA World Congress The IDA World Congress brings together stakeholders from all parts of the globe in the desalination and water reuse industry, including end users (utilities), manufacturers and suppliers of complete systems and various components including chemicals and materials, researchers, consultants and members of academia. Held every two years, each IDA World Congress represents a specific theme that drives the content focus for the technical program. The 2011 IDA World Congress was held in Perth Australia focusing on Desalination: Sustainable Solutions for a Thirsty Planet. This year in Tianjin, China, the focus is Desalination: A Promise for the Future.

An Invitation from the IDA President It is my great pleasure to extend an invitation to attend the IDA World Congress 2013 on Desalination and Water Reuse in Tianjin. The theme for this highly anticipated event is Desalination: A Promise for the Future – one that our program will explore in depth. In fact, desalination is also a promise fulfilled. Today, hundreds of millions people have access to clean water thanks to desalination. With its unique ability to provide the only new and sustainable source of fresh water to our thirsty planet, desalination has also facilitated economic growth around the world. In addition, desalination technologies have enabled the recycling and reuse of water for many applications, thus helping to increase sustainability and conservation of the world’s most precious resource. China is a growing market for desalination and water reuse. As this Advance Program goes to press, we have learned that China’s National Development and Reform Commission (NDRC) has announced the initial list of regions and companies selected to carry out seawater desalination pilots, directing the listed regions and companies to actively promote the application of desalinated water and encourage its use in daily supplies. This is an exciting development towards the fulfillment of China’s 12th Five-Year Plan for desalination, and it makes the timing and location of our World Congress even more relevant. Invitation to Join Us in Tianjin, China On behalf of the Tianjin Municipal Science and Technology Commission, it is my pleasure to invite you to the 2013 IDA World Congress in Tianjin. Tianjin is one of the four municipality cities in China, boasting a long history, profound culture and great potential for development. As the largest coastal open city in the north of China, Tianjin is quickly becoming an international port city, an economic center in the north of China, and an ecologically livable city. Tianjin is recognized for its leading role in desalination in China. As early as the 1980s, the first industrial facility for desalination in China was constructed in Tianjin, and today, the daily desalinated water in Tianjin already accounts for one third of the national total. In addition, the largest desalination plant in Asia has been built here. In the future, Tianjin will become a model city for desalination in China. The opening of Tianjin Binhai New Area is part of the overall national development strategy of China. Industrial clusters and big projects are located in Binhai New Area, which results in a higher demand on Tianjin water resources, especially desalinated water. Tianjin has huge room for the development of desalination and provides remarkable commercial opportunities to the world, especially in the field of seawater desalination. It was a matter of great honor for us that the IDA chose Tianjin as the venue for the 2013 IDA World Congress and Tianjin Municipal Government as its co-host for such an important event. Congress Information Venue

The Meijiang Convention and Exhibition Center (MJCEC) is the site of the IDA World Congress 2013.

Opened in 2010, it is the largest convention center in Tianjin in terms of scale, with land area of 356.2 thousand square meters and floor area of 100 thousand square meters. MJCEC is an ideal place for holding large exhibitions and top-grade conferences due to its beautiful environment, convenient transportation and perfect facilities. In addition, many renowned hotels are located nearby.

Registration to the Congress

Registration fee includes entrance to all IDA Technical Sessions, the Exhibition, Lunches, Welcome Dinner, Closing Reception and Awards. Also included are the Congress Proceedings as well as the Final Program booklet. We also encourage you to register as soon as possible to ensure sufficient time for the Chinese visa application process. NETWORKING AT THE CONGRESS To further enhance networking opportunities at the Congress, IDA will be implementing a meeting scheduler software to provide registered delegates and exhibitors the capability to schedule meetings, appointments and social event invitations with speed, accuracy and consistency.  The scheduler system allows access to your own profile where you can update it with ease. Meetings can be scheduled on site and meeting reports will be available at hand. Registered delegates will receive an email with instructions on how to use the software directly from 1to1 Scheduler. Transportation between Hotels and the Congress

There will be complimentary shuttles to and from the Congress venue Meijing Convention and Exhibition Centre (MJCEC) during the Congress days (21 to 24 October 2013). Complimentary shuttles are available only for the six Congress hotels noted above. Other Local Hotels listed are within close proximity to MJCEC but delegates will need to make their own transfer arrangements. The complimentary shuttle buses will have two departures in the morning with arrivals in time for speaker breakfasts (arriving at approx. 7:15am) and just prior to the start of the technical sessions (arriving at approx. 8:45am). A return transfer from the venue to the hotels after the end of the technical sessions will be provided.

The 2013 IDA World Congress Exhibition will take place in Hall N5 of the venue. With over 190 exhibit spaces available, Hall N5 is laid out to maximize traffic flow with a 1,000 square meter Tianjin Pavilion. In addition, there will be two IDA Affiliiate Pavilions organized by Singapore Water Association (SWA) and the Membrane Industry Association of China (MIAC). Delegates may easily intersperse booth visits while attending the technical session. Exhibits to date represent 23 countries occupying 85% of floor capacity. If your organization has not yet reserved a booth for this must-attend event, don't wait - space is filling up rapidly. IDA Local Affiliate to Host Its Own Pavilion

The Membrane Industry Association of China (MIAC) has established an exclusive pavilion in Exhibit Hall N5 of the Meijiang Convention and Exhibition Center. This pavilion will allow MIAC’s Chinese-origin associates to showcase their organizations at the IDA 2013 World Congress Exhibition.

Singapore Pavilion Organized by the Singapore Water Association

The Singapore Water Association (SWA), with the support of International Enterprise Singapore and PUB (the national water agency in Singapore), lead the Singapore Pavilion at the IDA World Congress 2013. For the first time in Tianjin, the Singapore Water Association has brought a group of water and related companies to participate under the Singapore Pavilion. IDA Congress 2013 Theme

The over-arching theme of the IDA Congress, Desalination: a Promise for the Future, emphasizes the vital role that desalination and water reuse plays in helping our thirsty planet meet its water needs and face increased challenges posed by urbanization, climate change and economic uncertainties.

IDA Congress 2013 Technical Program

Spearheaded by two dynamic Co-chairs, both of whom are experts in the field of desalination and water reuse. Mr. Teng Chye Khoo is an IDA Director and currently the Executive Director of the Centre for Liveable Cities, Ministry of National Development of Singapore. And Prof. Shichang Wang, also an IDA Director, holds a distinguished position at the Chemical Engineering Research Center, School of Chemical Engineering and Technologies, and is Director of the Desalination and Membrane Technology Center at Tianjin University. This program promises to bring together leading experts from government, academia, and industry to share valuable knowledge, experiences and views; and provide unparalleled opportunities for cross-collaboration between these sectors to resolve the challenges of desalination and advance its adoption around the world. The technical program will feature presentations covering the entire spectrum of desalination issues – from governance and finance; to the latest developments in desalination science; to the application and implementation of technologies which demonstrate more than ever before the viability of desalination as a source to meet our water needs. For the first time, the Congress will feature a track on Desalination Culture and Heritage which will trace the development of desalination technologies and the valuable lessons to be learned from past experiences, successes and failures. This Advance Program is the result of a record breaking “Call for Papers” number of submissions exceeding 400 extended abstracts for consideration to the program. Lead by a Plenary general assembly, 324 technical papers representing 37 countries, made it to full manuscripts to be included in the proceedings and presented at the Congress as Oral or Digital Poster Presentations within 32 Sessions. Additionally, delegates will observe panel discussions, a white paper series, and several invited papers and keynote addresses.

Plenary Session Speakers

The IDA World Congress 2013 is proud to welcome three highly respected-speakers to kick off the Technical Program. Mr. Zhao Haishan, Director of Tianjin Science and Technology Commission (TSTC), representing the host city, Tianjin, and a representative of the People’s Republic of China will share their extensive experience and expertise in the desalination industry. Joining our Chinese representatives will be international speaker Mr. Mohammed A. Abunayyan, Chairman of ACWA Power, KSA, who will speak on the global outlook for the desalination industry, with a particular focus on the Middle East.

White Papers Series

New to the IDA World Congress is a dedicated session called the White Papers Series. This session will focus on over-arching aspects and issues in desalination, presenting cutting-edge knowledge on new and/or fundamental topics in our industry. The series will lay the foundation of a continuing education program accessible online after the World Congress. The session will be moderated by Ms. Ursula Annunziata, Chair of the Publications Committee and Ms. Lisa Henthorne, IDA Editor, and will include topics such as: Forward Osmosis, RO Membrane Cleaning, The Water-Energy Nexus, Current Pretreatment Trends in SWRO, Harmful Algal Blooms and The Cost of Desalination. Track 1: The Governance and Finance of Desalination Co-Leaders: Dr. Emilio Gabbrielli, Brazil Mr. Leon Awerbuch, United States Desalination provides a vital source of water to meet our growing demands, but the challenge is to deliver this water as affordably and efficiently as possible. More often than not, the implementation and delivery of a desalination project is complicated by financial challenges, which have been exacerbated by economic uncertainties and rising energy and material costs. In addition to financial considerations, the adoption of desalination as a solution to increasing water demands may also be impacted by increasingly strict environmental regulations or policies. The success of desalination projects depends on close cooperation between all stakeholders (people, the public sector and industry) to create balanced solutions that take into account the interests and needs of all parties. While industry should adapt and improve its business and financing models to ensure the success of desalination projects, the public sector must also engage in open dialogue with industry, and implement balanced regulations and policies. Public-Private Partnership (PPP) desalination projects offer an example of how good governance and innovative financing can work together towards the success of desalination projects. PPPs create opportunities for the public sector to tap into the experience and innovation of industry while ensuring that the cost of desalinated water is affordable and that environmental and health concerns are properly managed. The sessions for this track will examine the economics and pricing of water, and the short- and long-term management of risks, which are important factors in determining the success of a desalination project. Track 2: Sustainable Desalination - Environmental Impacts and Adapting to Climate Change Co-Leaders: Mr. Neil Palmer, Australia Prof. Li Baoan, China The increased use of desalination worldwide has been accompanied by questions about its potential effects on the environment. Some of these concerns center on its energy footprint and the emission of greenhouse gases. Similarly, there is uncertainty about potential effects of desalination on coastal waters, marine life and aquifers – especially if factors such as intakes and outfalls and concentrate disposal are not carefully designed and managed. Fortunately, the industry has taken a proactive stance on environmental stewardship, and all stand to benefit from advances in technology and the sharing of best practices. Climate change uncertainties and associated impacts have imposed a unique challenge to our water resources and its availability. As such, the global water community needs to continually improve its technologies and practices while being mindful of environmental responsibility. Besides this, there is a need to practice integrated water resource management that would improve the planning and delivery of desalination and water reuse, and harmonize the desalination supply with the water supply from conventional and non-conventional sources. This will lead to an increased dependence on producing water from desalination. As a result, there is the potential for greater energy and chemical requirements as well as additional production of waste and by-products. In order to meet future water needs, rising energy costs have to be factored into the calculations, proving that a business-asusual approach is no longer sufficient. Water and energy are intricately linked and interdependent, as we need water for producing energy and energy for producing water. Unfortunately, planning and management of the two are often poorly coordinated, and this has led to missed opportunities to harness the synergies between water and energy. In addition, the by-products from water and energy production should not be viewed as “waste” but rather as a resource that can help to produce even more water and energy, and minimize the actual waste generated. Waste heat and brine can be used to produce more water or energy through recent advancements in technology. To achieve sustainable operations for the future, it is important to leverage the potential of the energy, water and waste (EWW) nexus as a way to achieve greater efficiencies in desalination processes. With continual research and development, technological innovation will help ensure long term sustainability of our water supply, and overcome future water challenges. Tianjin SDIC Desalination Plant

Tianjin Beijing Power Plant is a large-scale engineering system with high efficiency, representative of the circulating economy model in China. The project is composed of a power plant, seawater desalination plant and salt production from brine, and is managed as an integrated system in which all three parts are interdependent on each other.

Tianjin-Singapore Eco-city

The Sino-Singapore Tianjin Eco-city is the result of a collaborative agreement between the governments of China and Singapore to jointly develop a socially harmonious, environmentally friendly and resource-conserving city in China. The Eco-city will be developed to become a platform for innovation and the integrated application of technologies in the area of water treatment and circular economy, whereby relative industrial clusters will be formed.

Tianjin Dagang Seawater Desalination Plant

Tianjin Dagang is the largest RO seawater desalination plant (100,000m3/d) in China and the first major project delivered by a foreign private developer in the country. The project includes a number of neat engineering solutions, such as the use of power station cooling water to increase the feedwater temperature. This enables a minimum intake structure, and increases operating efficiency even in the icy Tianjin winter. Dagang has the largest UF seawater pretreatment system currently in use anywhere in the world.

In addition to its vital role in industry, Tianjin also offers visitors with an opportunity to explore China’s heritage and some of its most treasured historic, cultural and scenic sites. Perhaps the most famous of these is the Huangyaguan Pass of the Great Wall, located in the mountainous area of Tianjin’s northern Ji County. This section of the Great Wall was originally constructed during the Northern Qi Dynasty (550 – 557) and was later repaired during the Ming Dynasty (1368 – 1644). Spanning more than 8,800 kilometers (5,500 miles), east to west across China, The Great Wall is considered one of the great wonders of the world. Other not-to-be-missed destinations in Tianjin include the New Style Town, Jingyuan Garden, Tianjin Old City, Porcelain House, Dabei Buddhist Monastery, Tianjin Great Mosque, Tianhou Palace, Dule Temple, Tianjin Museum, Hai River, and Mt. Panshan Scenic Area. Tianjin has a well-planned transportation system, which includes proximity to the Tianjin Binhai International Airport, which has flights to and from most of the major cities in China, Europe and America.

Getting to Tianjin BY FLIGHT Direct to Tianjin Tianjin Binhai International Airport is located in Zhanggui Zhuang, Dongli district, about 13 kilometers away from the downtown area. The travel distance from Beijing Capital International Airport Tianjin is approximately 2.5 hours by car and taxi. Payment for coach and local bus are by CASH only. For the airport shuttle bus, tickets should be purchased at the counters marked “Local Bus Tickets”. Not every taxi will drive all the way to Tianjin (and they may not know the Tianjin city routes) and Beijing taxis tend to be smaller vehicles. If you choose this option, you will need to find a taxi through the help of an usher located at the airport taxi line. Following are five (5) transfer options from the Beijing Capital International Airport to your Tianjin hotel or Congress venue. 1.

High-Speed Passenger Train. Tianjin has a number of passenger transport railway stations, the largest three of which are Tianjin Railway Station (also known as East Railway Station), West Railway Station and North Railway Station. Close to Xingang Port, there is also the Tanggu Railway Station located in Binhai New District. Best traveled with minimal luggage. By Taxi. Taxi service from Beijing Capital International Airport directly to Tianjin City is available. Taxi bays are located at: Terminal 1: outside Gate 1 to 5 on floor 1. Terminal 2: outside Gate 5 to 9 on floor 1. Terminal 3: please refer to the directional signs inside the terminal building It will take approximately 2 hours to get from Beijing Airport to Tianjin and should cost around CNY 600/USD 98 to CNY 800/USD 130. If the taxi stops altogether for five minutes, for any reason, a surcharge equivalent to the distance surcharge for each additional kilometer is imposed. Taxi service can result in delays in route to your destination. Be sure to communicate clearly where you wish to be dropped off. Have in hand the name and address of your hotel in both English and Chinese. Look for this information in your Congress arrival kit.

Getting around Tianjin TAXIS Taxi services in Tianjin are available around airport, railway station, hotels and tourist attractions but can take a while to secure. Therefore, it is suggested that you book a private transfer though your hotel or a private company. The flat rate fare is CNY8 for all taxi types, while the distance surcharge varies from CNY1.5–2 per additional kilometer according to the make of taxi. If the taxi stops altogether for five minutes, for any reason, a surcharge equivalent to the distance surcharge for each additional kilometer is imposed. LIGHT RAIL Tianjin Light Rail, namely Jin Bin Mass Transit or subway Line 9, supplies a rapid transit between the city’s urban area and the Binhai New Area. From Zhongshanmen station in downtown area, it takes 46 minutes for passengers to reach Binhai area. BUSES Tianjin city-bus system consists of school bus routes, special sight-seeing routes and regular routes which include inner city and suburban lines. An inner city bus route is charged at CNY1 for twelve kilometers (about 7.5 miles) or less and CNY1.5 for more. A suburb line is charged at CNY1 for the first 10 kilometers (about 6.2 miles) and CNY0.5 for each extra five kilometers (about 3.1 miles). Tianjin Climate

Tianjin has a sub-humid continental monsoon climate. The four seasons are very distinct. In spring, it is dry, windy, with fluctuating temperatures. In summer, the subtropical high in the Northwest Pacific often brings southerly wind, as well as high temperatures and humidity, accompanied with rain. clear, bright and sunny. In winter, Tianjin receives northwesterly winds, which brings cold and dry weather. Autumn, from September to November, is generally warm and comfortable, yet at night it can be slightly cold. The average temperature in October is 9.0°C - 20.0°C.

Experience Tianjin

The 2013 World Congress will be the first time that IDA presents its signature event in the People’s Republic of China. One of four municipalities directly under the Central Government of the People’s Republic of China, Tianjin is the 6th largest city in the People’s Republic with a population of nearly 12 million. Located on the Bohai Sea, 120 kilometers southeast of Beijing, it is the largest center of industry and trade in north China and gateway to the capital of the People’s Republic of China. Visas and Travel

You will be issued a visa invitation letter from the host city governmental organization about one to three weeks after you have completed your registration. The letter will be used as supporting documentation for your visa application. Please check with your nearest Chinese embassy or consulate to find out more about the visa application process and what is required in order to receive a valid visa for your trip. Citizens of Singapore, Brunei and Japan holding ordinary passports may enter China without a visa through the ports of entry open to foreigners provided that they come to China for tourism, family visit, business or transit, and intend to stay in China for no more than 15 days. All other nationals have to apply for a visa in advance.

Health and Travel Insurance

Tianjin boosts modern medical facilities and has high health and safety standards. However, it is strongly recommended that visitors to Tianjin be covered under medical travel insurance before travelling.

Time Zones

Tianjin belongs to the 8th eastern international time zone (UTC/GMT +8 hours) and adopts Beijing Time, also the standard time in China.

Banking, Currency and Credit Cards

ATMs are available in many parts of Tianjin. It is advised that travellers inform their banks before travelling abroad, and be aware that cash withdrawals may be chargeable. It is advisable to exchange cash before arriving in Tianjin. International class hotels will also exchange major currencies for guests. Most frequently accepted credit cards are Visa, MasterCard, American Express, Diners Club and China UnionPay.

Electricity

The main supply in Tianjin is 240V-AC with a frequency of 50 Hz. International visitors may require an adaptor socket, which some hotels may provide.

Taxes and Tipping

In recognition of good service, tipping waiters and maids in high-level western restaurants, guides and drivers from an organized tour group, as well as bellhops who carry luggage to the room, has become gradually accepted as common practice in China as elsewhere in the world. However, it is still unnecessary to tip when taking a taxi, hiring a car or dining in Chinese restaurants. Tianjin imposes a 6% Value-Added Tax (VAT) on goods and services purchased and/or consumed in Tianjin.

Dining

Tianjin has a very famous food culture and dining mainly includes river products and sea food. Tianjin cuisines not only appeal to refined tastes, but also many unique snacks of particular flavor. It is a must for every newcomer to have a taste of different snacks and local dishes when visiting Tianjin. Tianjin is also famous for some very unusual dishes as the local flavors, herbs and cooking styles contribute to some of the finest exotic dishes. Visitors who intend to stick to popular international continental food have no reason to worry as Tianjin houses most of the popular international fast food chains. Tianjin offers a wide range of dietary choices for vegetarians, those with special dietary requirements and Halal options. Do note that not all restaurants have a non-smoking policy. It is advisable to enquire and reserve in advance.

Culture

Putonghua or Mandarin is the official language in Tianjin. Although English is still a relatively foreign language, Tianjin is becoming increasingly cosmopolitan and locals are beginning to better understand the language. Most hotels, restaurants and other international hotspots employ service staff who can converse in English. Tianjin is an open city where various religions coexist. There are about 430,000 religious followers of Catholicism, Christianity, Islam, Buddhism, and Taoism.
